EU and Latam leaders call for quick conclusion of the EU/Mercosur trade accord -

European Union and Latin American leaders called for a quicker pace in concluding the EU/Mercosur cooperation and trade negotiations. The statement took place during the meeting in Brussels of the Euro-Latinamerica Parliamentary assembly.

Programming is an essential decision-making process aimed at defining the EC strategy, budget and priorities for spending aid in non-EU countries.

The Development Cooperation Instrument (DCI), adopted in 2006, serves as the legal framework for the EU's cooperation with countries from Latin America and Asia, as well as some countries of the Middle East and South Africa.  This Instrument is founded on different political commitments including the European Consensus on Development, UN Millineum Development Goals, Beijing Declaration and other international agreements. The DCI provides the orientation for the EU's cooperation with countries covered by the instrument, and identifies the process under which the planning of this cooperation takes place. In 2007, a new 7 year phase of cooperation begins under the DCI.  In preparation for this a planning process has been undertaken to programme the EU's cooperation with each country for the period 2007-2013.  This process is supposed to go through a number of stages, including an assessment of the implementation of past cooperation; an assessment of the political, economic and social situation of the country concerned leading to the identification of the countries' needs.

EC assistance priorities under DCI are identified in:

- Country Strategy Papers (CSPs) are based on each country´s needs and performance and serves as basis for EU´s programming of development aid.

- Multi-Annual National Indicative Programme, which is based on the CSPs, sets out the priority areas and financial allocations.

- Annual Action Programme which are based on the National Indicative Programme, specifies the objectives pursued, the fields of intervention, the expected results, the management procedures and total amount of financing planned. They contain a description of the operations to be financed, an indication of the amounts allocated for each operation and an indicative implementation timetable.

A total of over EUR 2.69 billion under the EU's 2007-13 financial framework will be provided from the Community budget for Latin America.
